Ottawa Social Housing Waitlist: How It Works, How to Apply, and How Long You’ll Wait

Ottawa Social Housing Waitlist: How It Works, How to Apply, and How Long You’ll Wait

Information verified October 2026 against the Ontario Resource Directory.

The short version

  • Who runs it: the Social Housing Registry of Ottawa, on behalf of the City of Ottawa.
  • How to apply: one application to the Registry covers 60+ housing providers. Apply online, by mail, or in person.
  • How long you’ll wait: 5+ years for most applicants. Priority categories move faster.
  • The one-offer rule: turn down a unit you’re offered and you go to the bottom of the list.
  • Meanwhile: keep your application current, and look at rent supplements and below-market rentals too.

Who runs the waitlist

The Social Housing Registry of Ottawa manages the centralized waitlist for rent-geared-to-income (RGI) housing in Ottawa, on behalf of the City of Ottawa. Instead of applying to each housing provider separately, you submit one application to the Registry, and it is shared with 60+ non-profit and co-operative housing providers across the city.

How to apply

  1. Get the application — from the Social Housing Registry of Ottawa (online, by mail, or in person).
  2. Prove eligibility — you must be 16 or older, a Canadian citizen / permanent resident / refugee claimant, and have income within the limits. Each household member needs ID.
  3. Choose your preferences — building types and areas. The more flexible you are, the faster an offer can come.
  4. Keep it current — update the Registry every year and whenever your address, income or household changes. Miss an update and your application can be cancelled.

How long you’ll wait

Most applicants wait 5 years or more. The wait depends on your priority category, the unit size you need, and how flexible your building and area choices are. Smaller units and less-requested areas move faster; large family units in high-demand areas take longest.

Priority categories

Some applicants are housed ahead of the chronological list:

  • Special Priority (SPP) — people fleeing domestic violence or human trafficking. Housed first, often within months.
  • Over-housed / under-housed transfers — current RGI tenants whose unit no longer fits.
  • Homeless priority — people experiencing chronic homelessness, referred through coordinated access.
  • Medical priority — where current housing is a documented health risk.

Ask the Registry whether any priority category applies to you — many people qualify without realizing it.

The one-offer rule

When your name reaches the top and a unit matching your choices becomes available, you get one offer. If you turn it down without an approved reason, you go to the bottom of the waitlist and start over. Think carefully before refusing — and talk to the Registry about what counts as an approved reason.

What to do while you wait

  • Stay on the list — answer every annual update. A lapsed application means starting over.
  • Apply for rent supplements — the Canada-Ontario Housing Benefit (COHB) and the City’s housing allowances pay part of a private-market rent while you wait.
  • Look below market — some non-profits offer below-market rents with shorter lists than RGI.
  • Keep your file active everywhere — if you move within Ontario, transfer your application rather than reapplying.

Need a place tonight?
